It does depend on the manufacturer but, generally speaking, compatible cartridges from a reputable printing supplies retailer will match or surpass OEM (namebrand) ink quality. For the most part, these inks are more than adequate for general household and office printing requirements. Couple that with the substantial savings in price and you can't go wrong.
In reality, few, if any OEM printer manufacturer actually makes their own ink anyway. Most of them get it from major suppliers who make it according to printer manufacturer specifications.
I've had an Epson Stylus 880 print head wear out after several years but for the most part, a throurough cleaning, regular usage and some preventive maintenance usually keeps them running shipshape.
If you're considering a new printer, be sure to check out your online options as many printer manufacturers provide clearance sections where you can buy a refurbished unit with a full warranty, get rebates and free delivery. Just be sure to check for availability of compatible cartridges before you make your purchase.

The best thing to do is purchase a new or remanufactured one as you really don't refill a toner cartridge yourself. There really aren't any generally accessible suppliers of toner for after-market refilling like there is with ink cartridges. When toner cartridges are remanufactured they replace (or are at least supposed to) the drum, cleaning blade and toner along with checking for any other problems with the cartridge, and then seal it so that it doesn't leak (though that is not always fool-proof and it is common for many to leak). I also suspect that it would be a very dirty job as toner is a very fine powder that would make a lot of dust trying to pour it in and too many things can go wrong and damage to the drum would be likely due to the proximity of the toner so a do it yourself kit is out of the question. You can take it to a remanufacturer and have them do it for you, but it would be easier just to turn it in at a local store that accepts them and purchase a replacement.
I figured out how much I was paying for gasoline on my Jeep and over a period of about 5 years it is more than my Jeep is worth. I got a refill kit to refill my own ink cartriges and it is not easy to do but once I have done a set of cartridges I feel sly… and crooked… like I just robbed a bank or something. I think I bought a refill kit a Costco but I am sure they have them at Walmart, Target, etc.

You might find the best value direct from epson.com They had the workforce 500 for $60. It is a copier/scanner/printer/fax with auto sheet feeder. I bought one myself. Great machine.
If you want to save money, the NX100 for $30 from Target
It's slow and noisy but it gets the job done. It also doesnt have slots for media cards.
